NaviNet is set up using the concept of an "office," which generally means a practice location or a hospital department. Individual providers are attached to an office, and all the users in that office can perform transactions on behalf of all the providers attached to the office. Each office is separate, in order to ensure HIPAA compliance on who has access to that office's PHI. For single-location practices or departments, this setup works well.
If your practice has multiple locations, each is typically set up as a separate office. Each of these offices needs its own NaviNet security officer and its own distinct users. To assign one person as the security officer for multiple offices, the individual needs a separate username for each office.
